Professional Bio
David H. Soto serves as Chief Technology Officer for the La Habra City School District, where he leads strategic efforts to ensure equitable access to technology and innovative learning opportunities for all students. With more than 25 years of experience in education, David began his career as an instructional assistant and English Language Development instructor before transitioning into technology, where he advanced through roles including computer lab technician, media technician, systems analyst, network specialist, and Director of Information Technology.
Throughout his career, David has been driven by a commitment to expanding opportunities for students and supporting communities in need through thoughtful, scalable technology solutions. His work focuses on aligning infrastructure, instructional technology, and leadership development to create systems that empower both students and educators.
David holds a bachelor’s degree in Technology Entrepreneurship and Management from Arizona State University. He is passionate about building leadership capacity in others, mentoring teams, and fostering a culture of innovation that prioritizes student success, digital equity, and long-term organizational growth.
